چکیده مقاله:
Nowadays, it is possible to manage emergencies on the cities' transportation networks due to the latest development in technology, specifically intelligent transportation systems; it is vital to have a cost-effective program to use the technology optimally. An effective way to improve the cost-effectiveness of an ITS plan is to prioritize the places in the city to install and run the hardware and software requirements of an ITS user service. This paper presents a methodology based on statistical analysis, decision factors, and weights derived from questionnaires were filled out by transportation, urban planning, and emergency service experts for prioritizing links on transportation networks for providing user services of “auto-calling emergency service facilities and vehicles” and “route management for emergency vehicles”. We also use the methodology to prioritize the links on the transportation network of Mashhad's city in Iran. The presented method is practical, and the results are ready to use.
